[ APEC Workshop Held in Seoul ]
APEC workshop on Integrated Management of Semi-Enclosed Bays was held
during September 2~3,1996 at the Plaza Hotel in Seoul Korea by the Mi
nistry of Maritime Affairs & Fisheries and Environmental Research Inst
itute Kyungnam University.
The objective of the workshop is to share ideas and insights on ICZM a
pproaches for semi-enclosed bays to assist APEC members in developing
cost-efficient and effectives, goals and management actions.
APEC member economies with inland seas are facing new problems of silt
ing-in of barbours, of water quality, diminution of dissolved oxygen,
and of aquatic life, because inland seas have been intensively used as
ports, harbours and production fishery grounds. APEC member economies
should develop an ICZM structure that is uniquely suited to the APEC
region, to the nature fo its coastal areas, to its institutions and th
eir arrangement, and to its traditions, cultural and economic conditio
ns.
This workshop will focus on integrated management for particular sites
like a given bay or esturay, as well as particular resources such as
coral reefs or mangroves. The workshop will be limited to three or fou
r participants from each APEC member, to masimize participant input an
d discussion. The results of this workshop are applicable to coastal w
aters other than bays(e.g., estuaries and lagoons) and may contribute
to transfer of technology, such as ing the field of wastewater treatme
nt for coastal zones and environmental monitoring. This workshop also
will enhance the APEC region’s understanding of marine ecological sys
tems and the development of educational programs, which is consistent
with the Framework of Principles approved recently by the APEC Environ
ment Ministers.

Ms. Tan-geik Hong, who’s a fisheries officer, the Department of Fish
eries in Malaysia, “Developing a Management Strategy for Deep Bay, Ho
ng Kong”by M. J. Broom, who’s a officer of the Head of Water Policy
and Planning, Environmental Protection Department in Hong Kong.

stration in Chinese Taipei, “ Fluctuations of Red Tide Occurrence and
Fisheries Production in Relation to Eutophication in Seto Inland Sea
from 1970s to 1990s” by Mr. Satoshi Arima, who’s a head of Environme
ntal Conservation Section, Division of Red Tide Research, Nansei Natio
nal Fisheries Research Institute in Japan, “ The Port Philip Bay Envi
ronmental Study-linking science to management with a fates and effects
model of the Bay ecosytem”by Dr. Graham P. Harris a manager of CSIRO
Environmental Projects Office in Australia.
