European Customs Advanced Manifest Rule
European Customs Advanced Manifest rule will be strictly enforced from July 1, 2011 and failure to comply may lead to penalties and/or fines. As agreed by the European Union Commission and Member States, the rule was implemented from January 1, 2011 is under a monitoring period until June 30, 2011.
Under this rule, goods entering the customs territory of the European Union must be declared electronically before arrival by the carrier - in the case of ocean transportation - and within the timelines established by the European Customs authorities.
Maersk would like to emphasize to the importance of submitting the Transport Document Instructions (TDI) in accordance with the deadlines established by the local Maersk Line office as the information is submitted to the EU member states customs.
Failure to submit the shipping instructions in time will lead to cargo not being loaded. For short sea shipments, cargo arriving at EU ports without a timely lodged ENS could prevent cargo from being accepted for discharge or put on hold at EU entry ports, fines and/or penalties could as well be imposed by customs. <Korea Shipping Gazette>
