KOPLA calls for incentives and infrastructure
The Korea Port Logistics Association (KOPLA) suggested that MOMAF (Ministry of Maritime Affaires & Fisheries) more aggressively attract transshipment cargoes.
According to KOPLA, terminal operating companies would like reductions and/or exemptions for terminal subleases for transshipment cargoes. They would also like to receive some percentage of incentives.
KOPLA explained that transshipment cargoes stevedoring fees are lower than export and import cargoes for terminal operating companies although the domestic port economy for transshipment cargoes is growing.
The association stated that terminal operating companies aren't receiving any additional profits from increased transshipment cargoes because they must setup stevedoring equipment, add to container yards, terminal sublease fees are increasing yearly by 3.2%, and wages and oil prices are also rising.
The association proposed that terminal-operating companies be offered incentives to attract more transshipment cargoes, as are offered to shipping companies. It also said that ports need better infrastructure.
An official from the association said, "Better port infrastructure is as important as decreasing costs with an incentive system, because shipping companies feel safe callings for mega-class container ships and increased terminal productivity are important."
