12 companies come together to form Terminal Operation Company
Twelve domestic general wharving companies have been integrated as a single TOC (Terminal Operation Company) through the TOC unification policy for improved efficiency.
MOMAF (Ministry of Maritime Affaires & Fisheries) made a basic plan for TOC unification in October last year. It built a new management system for operating berths, equipments, etc., in March and April of this year. The TOC leases berths, CYs (container yard), warehousing and stevedoring facilities by wharf and use them exclusively to increase operating productivity. The new structure was introduced for 52 general wharves in 9 trading ports in April, 2004.
Some companies that participate in the TOC equity have operated wharves by dividing wharf capacity amongst them, which decreases efficiency.
