KIFFA suffers from CFZ boundary change at Inchon Airport
KIFFA (Korea International Freight Forwarder Association) is experiencing difficulties in building their exclusive warehouse due to CFZ (Customs Free Zone) boundary changes at Inchon Airport and land use charges.
According to KIFFA, the Inchon International Airport Corporation announced CFZ designation of the planned site originally, but now they are trying to also designate an existing cargo terminal as CFZ.
To this, the plan is being questioned because companies are unlikely to use the KIFFA warehouse that is farther from the terminal.
Also, land use charges will not be applied equally, rather only for some companies agreeing to standard grades. Companies not agreeing with the standards will be unprofitable.
Inchon International Airport Corporation plans to collect land use charges from the CFZ at 10,500 won per ㎡ (one third the cost) as compared to the full amount at 31,000 per ㎡, which is for general zone.
But they limited the levels only for manufacturing companies' cargoes in the CFZ or sea & air cargoes. It will be hard for many domestic combined transport cargoes using Inchon Airport to be accepted into profitable standard levels.
The adoption of a building ownership form is still being conferred on KIFFA, which will is better among BOO (Build Own & Operate) and BOT (Build Own & Transfer).
One insider from KIFFA said, "Changes of the site for warehousing is impossible because the site has already been decided on," and continued, "but the growing scope of CFZ at Inchon will reduce usage at our private warehouse."
Meanwhile, KIFFA has collected support money of about 10 billion won from companies since they returned for another round of company investment for the warehouse's construction.
