Implementation of CIP to be Expanded
In accordance with the International Maritime Dangerous Goods Code (IMDG Code), a Container Inspection Program (CIP) for imported hazardous materials will be implemented at Incheon and Ulsan Ports starting this year.
The Ministry of Maritime Affairs and Fisheries (MOMAF) announced that following the application to the Ports of Busan and Gwangyang, the Ministry will expand and put into practice the CIP at those ports which recently see a drastic increase in the containers with dangerous goods.
Priority in inspection will be given to containers imported from areas with high rate of defects based on historical data, said the Ministry. A Reporting Center dealing with violations of regulations on hazardous material transport by sea will also be established and operated at the Port of Busan.
The Ministry notes that the defect rate has continuously dropped since the initial execution of the CIP in 2002. Furthermore, the MOMAF expects the Program to contribute to a further reduction in the defect rate, supported by consignors?awareness on safety management enhanced by its expanded application.
Currently, CIPs are in force in leading shipping countries such as the USA, Britain, Japan and the European Community in order to ensure compliance with the IMDG Code concerning freight containers loading, stowage, labeling, and markings, and also to prevent accidents in course of carriage of hazardous materials by sea.
