Ocean-going ship owners need to set up security plans

Ocean-going ships and port facilities have meet international security standards by July 1, 2004.
According to MOMAF (Ministry of Maritime Affairs and Fisheries), the IMO (International Maritime Organization) announced that ISPS (International Code for Ships and Port Facility Security) would go into effect from July 1, 2004 to prevent ocean terrorism similar to 911. The ISPS was announced in December 2002. MOMAF revealed its intention to enforce ISPS October 25.
The resolution applies to ocean-going passenger ships and cargo ships over 500 DWT (deadweight tons) and port facilities for these ships, in the case of Korea, about 380 ships and 28 Ports including Pusan Port, Inchon Port, and Yeosu Port come under the resolution.
Ships falling under the resolution must be evaluated for security and obtain international ship security certificates after Regional Maritime Affairs and Fisheries Office approves their security plans and they pass a security test. Similarly, ports must establish security plans and undergo security evaluations.
MOMAF let known their worries over severe failures for domestic import-export transportation citing that ships may be rejected at foreign ports if they can? find a sufficient security management system by July 1st, 2004.
