Short job terms trouble MOMAF
Frequent turn-around in managerial staff has always been problematic in government offices. According to an annual audit report by Rep. Joo-Chinwoo from the majority Grand National Party (GNP), no personnel policy aimed at improving professionalism was successful, largely due to post changes. Most damaging, managerial posts at MOMAF generally last only a year, much too short a term to really learn the ropes and become efficient. MOMAF showed 36 job changes last year, or three job post changes a month. Some managerial positions saw as many as four people shuffled through the job title within a 10 month period.
