Inchon Port Authority system may be delayed
The formation of the Inchon Port Authority looks as though it may not take off for some time yet.
Mr. Sungkwan Huh, minister of the Ministry of Maritime Affairs and Fisheries held a press conference while visiting the Port of Inchon April 4 and disclosed the difficulty in establishing a port authority there as it requires the city to satisfy a financial independence level of over 90%, but Inchon only has only reached the 50% level.
The minister expressed fears that the port authority, which will self-supporting, would suffer from difficulties, for example, port usage fees may skyrocket for a short period if it goes into the red during the very early stages. He also said that Inchon could learn from Busan? experiences and it might be helpful to Inchon even though it will start a little late.
Minister Huh said that there is no excuse to delay the introduction of the Port Authority System in Inchon if it passes the self-sufficiency accounting system test.
The Port Authority System is where a port operation company departs from the government and operates the port on its own. MOMAF has pushed to simultaneously set up a Port Authority System in two ports, Busan and Inchon.
